Why does Newark's ground stay wet?

Newark’s low, salt-edged ground is what sets its water apart.

As the bay rises, the groundwater under Newark rises with it.

At the bay’s edge, a higher sea pushes the water table up until it seeps in from below. The county expects six inches more by 2030 and eleven by 2050. Newark’s Area 4 begins flooding at 3.3 feet.

Does bay water make the damage worse?
