Why blame the city's aging pipe?

Richmond is old housing in a county that plays the seismic rule differently. A roof that lets rain in first wants a roofer, not us.

65.4 percent of the city’s 42,406 homes stood before 1980, and one in ten before 1940. That is old copper and old drains. A water job here is nearly always the failed line, not the weather.

Who serves the city's water?

Richmond runs on EBMUD, tap and sewer alike.

The East Bay is divided among several agencies, and Richmond is on EBMUD. Calling the one that serves your street is what keeps the shut-off from eating the first hour.

Does Richmond fall under the soft-story rule?

No. Richmond is Contra Costa, which carries none.

Seven Alameda cities run a mandatory soft-story ordinance; Contra Costa has zero. So a permit for the repair is not tangled in the retrofit rule, and the rebuild moves faster.
