Where does Antioch actually flood?
Antioch floods in two named spots, and the rest is a plumbing story.
North of the Union Pacific tracks, on West Antioch Creek.
When the culverts overrun, the water hits north of the tracks and West 10th Street. About 490 people live on ground below six feet there. Everywhere else, a wet floor is a failed line.
Who serves the city's water?
Contra Costa supplies it wholesale; the city treats and bills.
Several agencies divide the East Bay. Antioch buys wholesale from Contra Costa Water District, treats and bills it itself, and Delta Diablo runs the sewer. We ring the right desk so nothing waits.
Is Antioch under a soft-story rule?
No. Antioch is Contra Costa, which has none.
Seven Alameda cities carry a soft-story ordinance; Contra Costa carries zero. So the permit for an repair is not tied to the retrofit rule, and the rebuild moves faster.
