What goes back in?
The lot: framing, board, texture, paint, floor, cabinets, trim.

Does the seismic rule reach a repair?
On a soft-story building in Alameda County, it can.
Seven Alameda cities run a mandatory soft-story ordinance; Contra Costa runs none. On the wrong building that rule rides the permit to close a wall. We check it before drawing.

Who approves it at the end?
Your city’s building department signs it off.
Permits run through the local desk. We take out what the work needs and build to their code, so the final review is fast. Ask the dispatcher what your loss would need.
Does the soft-story rule reach me?
In seven Alameda cities it might. On the regional list, no Contra Costa city carries one.
Oakland’s Ordinance 13516 runs in tiers whose deadlines have already passed. Where it applies, an open ground floor pulls in engineering the original build never had.
Can somebody else close the wall?
Yes. Take the file to any licensed builder you prefer.
